EPN approval declined for US , approved in all other locations ?

I signed up for EPN several months ago and not sure why but approved in all programs but the US. Simply says declined at this time. I will contact ebay but curious if anyone has experienced similar or have any suggestions as my luck calling them will trigger cancelling everything. Also...what does this mean exactly? My ebay listing will from other countries and zero from US? I am assuming this can be worked out as seems strange... I did review all my tax/payment info as that was my first thought.

Any idea's?
